Advertisers can now buy screens based on location, audience, time of day, context, share of voice, and rich data signals. Yet the mechanisms used to buy that inventory have remained comparatively rigid.

Campaigns are still built around insertion orders, fixed deals, static rate cards and delivery rules that require significant manual oversight. These structures can work, but they struggle to reflect the fluidity and complexity of modern DOOH. The result is a growing disconnect: the inventory is dynamic, but the way it is packaged, priced and transacted often is not.

The opportunity is to close that gap by making the transaction itself more dynamic. Rather than relying solely on pre-packaged inventory, buyers and sellers can negotiate around campaign objectives, availability, value and commercial terms.

Why DOOH Is Different

DOOH is particularly well placed to benefit because its programmatic infrastructure is still evolving. While the channel has adopted many principles from digital advertising, much of that technology was originally designed for web display before being adapted for a very different medium.

A screen isn’t another banner ad. Its value depends on location, audience context, time of day, share of voice and countless other commercial signals that are hard to capture through fixed deals and static rate cards.

As more SSPs and demand sources enter the market, publishers face an unexpected challenge, more demand can create more complexity rather than more revenue. Without an intelligent layer coordinating those demand paths, operational overhead increases while opportunities to maximise yield become harder to identify.

From Fixed Deals to Dynamic Negotiation

Dynamic negotiation changes the structure of media buying rather than simply improving decisions within an existing framework.

Instead of relying on pre-packaged inventory, a buyer can express campaign objectives while a seller dynamically assembles inventory and negotiates pricing, availability and commercial terms within parameters defined by the media owner.

Importantly, publishers remain in control. Floors, brand safety requirements, share-of-voice limits and premium inventory rules don’t disappear. They become the commercial guardrails for negotiation.

Emerging protocols such as AdCP provide the foundations for these conversations to happen consistently across buyers and technology partners, while preserving publisher control. This is already moving beyond theory. Earlier this year, the first fully agentic DOOH campaign saw buyer and seller agents negotiate inventory using the AdCP protocol. Significantly, the campaign used guaranteed deals rather than real-time bidding. This shows that dynamic negotiation doesn’t require the industry to abandon premium sales models. It can make them more efficient by automating negotiations that have traditionally happened manually.

Making Premium Inventory More Accessible

One of the biggest opportunities is making premium DOOH inventory easier to access.

Premium inventory has traditionally relied heavily on direct relationships, specialist knowledge and manual negotiation. For advertisers, understanding what inventory is available, identifying the right opportunities and constructing a suitable deal can be time-consuming and resource-intensive.

This creates a gap between available inventory and accessible inventory.

Dynamic negotiation can narrow that gap. Rather than requiring every advertiser to understand the nuances of a media owner’s inventory structure, a buyer can communicate what it wants to achieve and let technology identify suitable inventory and negotiate within the seller’s commercial parameters.

For publishers, this creates an opportunity to make premium inventory discoverable to a much broader pool of legitimate demand without turning every transaction into a manual sales process.

It also allows publishers to package inventory around what makes it valuable, including context, attention, audience, location and scarcity, rather than relying solely on static rate cards.

The objective is not to commoditise premium inventory, but to make it more accessible while preserving the commercial controls and value that make it premium.

An Open Opportunity for DOOH

The next stage of growth will depend on openness and interoperability.

As new ways of discovering and buying media emerge, publishers need infrastructure that lets every legitimate demand path understand and access their inventory, whether that is a DSP, an SSP, an agency platform, or increasingly another software agent.

That makes openness commercially important. Publishers can retain control over how inventory is packaged, priced and sold while making it available to more sources of demand.

The future of DOOH does not need another closed buying environment. It needs a more efficient way to connect increasingly sophisticated inventory with increasingly diverse demand.

Dynamic negotiation provides the mechanism. Open infrastructure provides the foundation.

The next generation of programmatic DOOH will not simply be about making more inventory available. It will be about making the right inventory easier to discover, access and transact.

Digital Out-of-Home (DOOH) inventory has become increasingly sophisticated.
